I haven't been outside of the newb lobbies so I dunno how it gets at higher levels, but no one I saw had any game-breaking items and in browsing the item shop, there aren't many in there anyway. I have only bought stuff with the ingame currency (Euros) and while they're not the OMG best items ever, they do give some good customization options. Some items can be purchased permanently, some until they are destroyed (literally by taking enough damage in firefights), and others simply expire after a set period (and if you pay more, that period can be extended). You can also convert ingame currency into funny money, again a common feature for F2P games. Some items can only be purchased with the funny money, which of course you can easily get into your virtual wallet via Steam.
The item shop shows the F2Pness of it all, featuring the typical options to buy items with a lot of ingame currency or a little bit of the publisher's currency. It's like a hybrid of Counterstrike (fast pace, de_ objectives), CoD4 (lobby system, gun mods), and TF2 (the item shop, PAYLOAD maps*).
